It has long been understood that the napkin should be placed upon the lap almost immediately after one is seated, or once the host has done so. To wait until the food is actually approaching the table can appear somewhat reactive, whereas attending to it at the start of the meal ensures one is properly prepared and signals that the conversation and the evening have officially commenced.
